I count 59 separate databases listed here on the Illinois Secretary of State's database portal. That's a lot of access to records from around the state, and the office is to be commended on that.
Portal websites do create a conundrum for catalogers, though. I was asked to create some catalog records for portal websites at my last job and, because of how much material is covered by the portals, the records become mammoth beasts, pages long, filled with content notes, subject headings, and added entries. On the other end of the spectrum, you can have catalog records for specific items discoverable within each database. This might make sense to do if a specific content is timely and very important. And, in the middle, is the option of cataloging each database separately. It is still time-consuming, but it allows me to use more specific subject headings (or a less broad range of subject headings), and I can even choose to ignore databases that are not going to be relevant to my patrons (like how the Stark County Almshouse Register Index is probably going to be of little interest if my patrons are in Cook or Dupage County).
