Something great I found on the upper floor was this sign. Other libraries have embraced having more social zones in recent years, but I've yet to encounter one that breaks down its quiet zones from its social zones so succinctly, while establishing a third zone, recognizing an in-between comfort level.
Another great thing is the signage around the library promoting Elgin itself.
