Feels good to still help out

Being on the GOVDOC-L listserv gives me the occasional chance to help flex my reference muscles and keep them limber. A recent question was:

"I am trying to find information on the sale of an air force station (Fortuna Air Force Station)  in ND, sometime around 1996. I was able to find some information but I'm really hoping to determine when it was sold, and to locate the requirements for the sales, such as liability for cleaning the site. I've tried the CGP, Worldcat, HathiTrust, Google, my collection, Congress.gov, GAO, and govinfo.gov.

"I have not been able to go through every Federal register for 1996, but it is possible it is in there. If anyone has access to HineOnline or another database you might be able to find it. So far I've only found HUD related materials in govinfo.gov. Does anyone know where the sale might have been recorded? I emailed the Air force Real Estate Agency but have not heard back."

It's a tough question and so far no one's been able to turn up precisely what they need. I don't have a personal subscription to HeinOnline, but that seems like it would have been a good resource to find this. HeinOnline bills itself as the "premier online database containing more than 155 million pages and 200,000 titles of legal history and government documents in a fully searchable, image-based format."

I did some online searching of my own for "Fortuna Air Force Station" and came up with only vague references to an unnamed salvage company the station was sold to. Then it occurred to me, How many big salvage companies can there be in North Dakota? So I searched from that end and, well, as I posted last night:
